Child Alert Foundation
Dedicated to assisting federal and local law enforcement agencies in the
recovery of abducted children. Child Alert Foundation was the first organization ever to automate the Amber Plan in 1998
CAF is a 501(c)3 non profit organization that has state of the art Internet software to
assist police, 911 and other law enforcement agencies notify the public of a child
abduction. By networking the location of radio, television, police and other civic
organizations, abduction information can be disseminated in a matter of minutes to the
general public instead of the manual process that is currently in production today.
The
Child Alert Foundation provides a specialized Alert Notification System (ANS) called Abduction Central Alert (ACA) to police and sheriff departments that collects local first responder contact information for that surrounding area. Information regarding their particular location, their participating radio, television, surrounding law enforcement agencies, as well as other support groups within their territory is collected and stored in distributed databases to be utilized in the case of an abduction. This information is shared with other law enforcement agencies who participate in our system across the Internet forming a Wide Area Network (WAN) of distributed processing.
When
a child is abducted and the call has been placed to the local police in that area, a data
entry screen assists the dispatch operator to collect as much information as possible in a
timely manner.
The
first hour of any abduction is the most critical. When a mile equals one minute, it's most important to get as many
people aware of the situation as fast and efficiently as possible.
The
Abduction Central Alert © software available to CAF searches its
databases and identifies all of the participating agencies within an immediate 100 mile
radius of the abduction and will send out faxes, email and can activate personal pages of
the support personnel.
The more people aware of the abduction and of the location can facilitate the childs
safe return.
Once
the police or 911 operator dispatch the information, the notifications begin to be
electronically sent out to all the participating agencies.
Upon
receiving either the fax, email or electronic page, radio stations can interrupt their
normal broadcast to alert the general public that an Abduction Alert is in affect and to
pay closer attention to any unusual behavior or child in need within their listening
range.
Television
stations can just as easily provide Abduction Alert information much like severe weather
conditions across the bottom of their screen and can provide pictures of the abducted
child if scanned images have been provided to the police.

With radio and television stations being alerted to the situation, the Emergency Broadcasting System (EBS) can notified as well to further expedite the alert process and forward alerts to roadside signs that are operated by the Department of Transportation (DOT)
